Metzger has been a driving force behind ongoing conversations and efforts for a massive overhaul of North Carolina’s outdated and inefficient alcohol laws. A powerful communicator able to clearly outline problems originating in a range of settings and with a range of stakeholders, Metzger has been able to connect seemingly disparate issues faced by restaurateurs and bar owners, brewers and distillers, and alcoholic beverage distributors to a point of origin within the state’s archaic and inefficient Alcoholic Beverage Control (ABC) system. 

Providing a comprehensive context is one of Metzger’s greatest strengths, and she has taken great care in telling the story of how and why NC’s ABC system functions as it does, largely unchanged as it has been since its inception in 1937, in order to fully outline its limitations in efficiently serving today’s dynamic industries that sell alcoholic drinks. Metzger’s work to spearhead piecemeal changes to the overall ABC system, which include the passage of 2017’s Brunch Bill and the ongoing Free the Spirits campaign, have positioned Metzger as the authoritative voice writing the next chapter for comprehensive change. Taking the reins of the communications around the need for reforms large and small, Metzger has turned the conversation around the control of alcohol distribution to be one of reform. Her work lobbying continues, as does her clear communication of what remains to be done for all stakeholders to stay up-to-date and informed.
